LINDSAY LOHAN OFF THE HOOK IN NYC HIT-AND-RUN CASE

Lindsay Lohan is off the hook for allegedly clipping a Manhattan chef with a Porsche last month — but her dad still wants to clip her wings with a conservatorship.  The "Mean Girls" star was expected to appear in Manhattan Criminal Court Tuesday to answer charges she fled the scene of the slow-speed Sept. 19 incident outside the Dream hotel in Chelsea.
